Is it an ISO 9000 requirement for a company to get independent body to calibrate his test equipment ?

The answer is NO.
ISO 9001 only requires a company to calibrate his equipment with traceability to national or international standards. There is no requirement to get independent calibration.
A company can send his equipment out to any external laboratories (or manufacturers) for performing calibration. On the other hand, test equipment can also be calibrated in-house, provided the 'traceability' requirement is maintained.
One may find difficulty to determine which external laboratories to select. He/she could check out the HOKLAS directory (which is issued by the Hong Kong Government) to locate some laboratories that can help in calibration.
